If a husband delegates the right of issuing to his wife to someone else, does he still retain the right to issue Talaaq?

Whilst it is permissible for a husband to delegate the right of Talaaq to another person, such delegation does not cancel his right of Talaaq. At any time he issues Talaaq it will be valid.
