Question
Someone gave me 1000 dollars to distribute as Zakaat. There are a few students I know who have some fees and tickets to purchase to come back for classes. Can I call those students and take their permission and pay for their tickets? I will be a wakeel on behalf of both parties?

You have to first give the money physically to the students who qualify as Zakaat recipients. After they have taken possession of the money, then you can ask them to pay the fees. The way you propose doing it, is not valid.
Furthermore, madrasah fees are despicable, evil, cruel and exploitive. It is abuse of the Deen. The type of 'tamleek' stratagems to which madrasah people resort to halaalize Zakaat for fees is cruel and evil. It reflects the evil of the community.
Give the $1,000 to those who are in real need and are struggling. Make some other arrangement for getting the fees.
