The rule of the Saudis is that only those performing Umrah are allowed in the Mataaf area. Will it be permissible to wear Ihraam garb just to gain access to the Mataaf for making Tawaaf?

Yes, it is permissible. The Saudi regime is KUFR. Its rules are KUFR.
