Can the wife's family issue Talaaq?

The 'talaaq' issued by the woman's family is laughable nonsense. There is absolutely no validity in this stupid 'talaaq'. Only the husband has the right to issue Talaaq. If the wife believes that she has valid grounds for wanting to end the marriage, she should apply for faskh (annulment) at the local Ulama body.
