Is it permissible for a man to marry another woman during the Iddat of his wife whom he has divorced?

A man does not observe Iddat. The woman observes Iddat. He may marry another woman even whilst he is still married to a woman. He may marry at any time he wishes. However, if he has four wives, then he cannot marry a fifth woman during the Iddat of a divorced wife.
