Is it permissible to pay secular school fees and loans taken for secular education with Zakaat?

Zakaat is the right of the Fuqara and Masaakeen. They have a prior right. Zakaat should not be given for secular education nor to pay loans acquired for secular education. Much of secular education is haraam, and the environment (university) is totally haraam.
