Is it permissible for us to break fast when the Muath-thin breaks his fast, or do we have to wait until the commencement of the Athaan?

Breaking the fast is not dependent on the Athaan. As soon as the sun has set, the fast may be broken. When the Muath-thin breaks his fast before the Athaan, one may break one's fast also.
