Question
Here in the U.S. many people receive food stamp cards. Often people sell these cards for cash, e.g. a $200 card is sold for $100. Is this permissible?
Answer
The card is not a tangible commodity (maal) in terms of the Shariah which could be bought or sold. The card merely entitles one to acquire goods. It is haraam to sell the cards. The money acquired from this baatil sale is haraam. The card-holder should first exchange his stamps for goods, then sell the goods.
