In Saudi Arabia, there are public announcements of salaah for rain and eclipses prior to congregational prayer being held in the Haram and at local KSA Musjids. Why don't similar procedures and congregational prayers take place in South Africa?

Saudi Arabia is now Daarul Harb. We follow the Shariah, not the morons of Saudi Arabia. We do not follow the bid'ah of the Juhala of Saudi Arabia.
