If toll fees are to be paid to a private company for travelling on a public road, can the fees be paid with interest money?

Answer

Roads are for public use. Roads may not be monopolized. Fees may not be charged for transport in public roads. Toll fees are zulm and haraam regardless of the zulm by the government or by private individuals. It is therefore permissible not to pay the zulm fees or to pay with interest when avoiding the fees is not possible.
