Is it permissible to sell/buy a property „off plan‟ as is the practice in Dubai?

Selling a 'property' off plan is baseless and haraam. It is not permissible to sell a ghost. Something which does not exist cannot be a commodity for trade. The claim of 'istisna' is baatil. They are simply making a mockery of the Shariah's law regarding the issue of bay-e-ma'doom (sale of something which has no real existence).
