Does one need the permission of a Shaikh to read the Hisbul Bahr? Or can anyone read this? Does Hadhrat advise reading it?

Answer

Instead of Hizbul Bahr, recite Masnoon Durood and make Tilaawat of the Qur'aan. No one's permission is required for reciting Hizbul Bahr. But why recite something which has no comparison in thawaab and benefits to that of the Qur'aan and Masnoon Athkaar?
