Question
A mutawalli of the RMJ often starts the lqaamah before the Muaddhin can make it from the Athaan room to the first saff to give the lqaamah himself. Is it permissible for the Mutawalli (often dressed in a shirt and pants) to do this?
Answer
The Mutawalli has no entitlement to recite the Iqaamah without the express consent of the appointed Muath-thin. It is not permissible for this mutawalli to usurp the right of the Muath-thin. It is also part of the decorum of the Salaat procedure to begin the Iqaamah for Maghrib Salaat after a brief delay — the time it takes the Muath-thin to reach the saff after having proclaimed the Athaan. Furthermore, it is not permissible to allow a person donned in kuffaar garb to recite the Athaan and Iqaamah. It is not permissible for a faasiq to recite the Iqaamah when others are present unless the whole miserable lot of musallis are fussaaq.
