Why is it not permissible for women to visit the qabrustaan when they are allowed to visit the Holy Grave of Rasulullah (sallallahu alayhi wasallam)?

The prohibition is because it is the law of the Shariah. Rasulullah (sallallahu alayhi wasallam) cursed women who visit the qabrustaan. What they do in Saudi Arabia is not necessarily the Shariah. The droves of women shamelessly galloping through the Musjid to visit the Holy Grave are in contravention of the Shariah. It is not permissible for them to attend.
