On every Salaat schedule I've come across in America, the times listed for Zuhr are actually the times of Zawwaal. Is this not wrong or misleading?

Yes, it is misleading and wrong. It is haraam to perform Salaat at Zawwaal. Salaat may be performed a few minutes after Zawwaal.
